Philipsen edged Fabio Jakobsen at the end of the 166-kilometer flat stage that finished in Burgos. Michael Matthews was third.
It was the Belgian’s second Grand Tour stage win after also winning in the Vuelta last year.
“It’s incredible,” Philipsen said. “It was amazing to see all my teammates there and everybody was on the frontline. I trusted the team and I think we did a really good job. We can be happy tonight.”
“This was the first big goal, and I’m already really happy that it worked out in the first sprint. Now we just go on and we try to get other ones, I think not only in the sprints, but on other terrains.”
Adam Yates lost around 30 seconds on the day and several riders were held up by a late crash a few kilometres from the finish as teams jostled for position.
Roglic safely managed the conditions on Sunday to retain the leader’s red jersey ahead of the first summit finish of the race.
